PUBLIC HEARING FOR SPECIAL USE APPROVAL FOR STORAGE UNITS TO BE LOCATED AT 1470 UINTA DRIVE
A public hearing to consider a request for Special Use approval for the construction a new storage unit facility to be located in a B-1 (General Business) Zoning District, filed by David Palmer.  The property is addressed as 1470 Uinta Drive.
B.
PUBLIC HEARING ON PROPOSED STREET RIGHT-OF-WAY VACATIONS
A public hearing to consider a request filed by New Peak Construction for the partial vacation of the West 3rd North Street right-of-way and the North 5th West Street right-of-way.  This is the public hearing only.  Action on this item will be made by Resolution later within the agenda.

CONSIDERATION ON 3RD AND FINAL READING AN ORDINANCE VACATING FROM PUBLIC USE "OLD LINCOLN TRACK AND FIELD AT CASTLE ROCK PARK"
Consideration on 3rd and final reading an ordinance to amend Ordinance No. 12-06 vacating "Old Lincoln Track and Field at Castle Rock Park" from public use.  The property is legally described as Tract B of the Lincoln School Addition.

Suggested Motion:  I move to approve on 3rd and final reading an ordinance to amend Ordinance No. 12-06 vacating from public use "Old Lincoln Track and Field at Castle Rock Park", legally described at Lincoln School Addition, Tract B.

A.
CONSIDERATION OF A RESOLUTION DECLARING THE CITY'S INTENT TO VACATE RIGHT-OF-WAY
Consideration of a Resolution declaring the City's intent to vacate an unused portion of the West 3rd North Street right-of-way and an unused portion of the North 5th West Street right-of-way and direct staff to prepare a Resolution for the July 18, 2017 City Council Meeting to vacate and transfer by quitclaim deed equal proportions of the vacated property to the adjoining lots.

Suggested Motion:  I move to approve the Resolution declaring the City's intent to vacate a portion of the West 3rd North Street right-of-way and a portion of the North 5th West Street right-of-way and directing staff to prepare a resolution for consideration at the July 18, 2017 City Council Meeting vacating and transferring by quitclaim deed equal proportions of the vacated property to the adjoining lots.   
B.
CONSIDERATION TO AMEND RESOLUTION R17-08 TO EXTEND THE TEMPORARY MORATORIUM ON WIRELESS TELECOMMUNICATION TOWERS IN RESIDENTIAL AND COMMERCIAL ZONING DISTRICTS
To consider amending Resolution R17-08 to extend to December 31, 2017 the temporary moratorium on the acceptance, review and processing of application for wireless telecommunication towers in all residential and commercial zoning districts within the City of Green River, Wyoming.

Suggested Motion:  I move to approve the amendment to Resolution R17-08 removing the 90 days and extending to December 31, 2017 the temporary moratorium on the acceptance, review and processing of applications for wireless telecommunication towers in all residential and commercial zoning districts within the City of Green River, Wyoming.
C.
CONSIDERATION OF A RESOLUTION TO APPROVE A SPECIAL USE PERMIT FOR STORAGE UNITS WITHIN A B-1 ZONING DISTRICT
Consideration of a Resolution to approve a Special Use Permit for the construction of a storage unit facility within a B-1 (General Business) Zoning District, filed by David Palmer.  The property is addressed as 1470 Uinta Drive.

Suggested Motion:  I move to approve the Resolution granting Special Use Permit approval to David Palmer for a storage unit facility to be located at 1470 Uinta Drive.
D.
Consideration of a Resolution to Accept the Donation of an Easement Across Real Property from Half Moon Investments LLC
Hutton Heights Shopping Center and future developments in that area, have combined sewer facilities with Hutton Heights Mobile Home Park  and flow to a City owned sewer lift station.  The easement will give the City the ability to maintain the sewer line used by the combined customers.

Suggested Motion: I move to approve the Resolution to accept the donation of an easement across real property from Half Moon Investments Limited Liability Company.

Consideration of a Resolution Authorizing the City of Green River's Submission of a Grant Application to the Wyoming Department of Transportation for the Transportation Alternative Program
The Parks and Recreation Department is seeking a grant from Wyoming Department of Transportation through the Transportation Alternatives Program for improvements on the Greenbelt Pathway. The resolution is a required part of the application process.

Suggested Motion: I move to approve the resolution authorizing the City of Green River's submission of a grant application to the Wyoming Department of Transportation for the Transportation Alternative Program.

Council Action Items
A.
Consideration to Apply for and Accept the Sweetwater County Joint Travel and Tourism Advertising Grant Monies for Art on the Green
The Green River Arts Council's mission is to promote public art and creativity. The 2016 Art on the Green event brought in artists and spectators from all over the region including Wyoming, Colorado and Utah. This popular event promotes our county as a whole and shows off the diversified talents and interests of the people of Green River. Advertising is essential to the success of Art on the Green. Advertising must be done in creative and far reaching ways to bring competitors into town for participation in the 24 hour live sculpting and painting competition and to ensure that art buyers take advantage of the artwork silent auction.

Suggested Motion:  I move to apply for and accept Sweetwater County Joint Travel and Tourism Grant monies for the 2017 Art on the Green, in the amount of $6,000. 
B.
Consideration to Submit a WYDOT Transportation Alternatives Grant Application
The Parks and Recreation Department seeks authorization to submit an application for a WYDOT Transportation Alternatives Program (TAP) Grant for improvements to the Greenbelt Pathway. The proposed area for improvement is a portion of the Greenbelt Pathway from the Municipal Horse Corrals to Stratton Meyers Park. The project would provide an asphalt overlay of approximately 1.9 miles of the pathway, a re-route of a low-lying portion of the pathway which frequently floods, and riverbank fortifications on a stretch of the pathway threatened by erosion. This project would preserve an improve on the most popular recreation amenities as well as a key piece of our transportation infrastructure.

Suggested Motion: I move to authorize the Parks and Recreation Department to submit an application for the WYDOT Transportation Alternatives Program (TAP) Grant for improvements to the Greenbelt Pathway.

Consent Agenda
A.
Approval of an Amendment to the Agreement with OpenGov
OpenGov is a software application that will help the City publish its financial data with better visualization and more transparency. The platform visualizes financial data on the web, matching General Ledger data to the Chart of Accounts enabling easier to generate their own graphs and charts with a few clicks of a mouse. Users can drill-down to the object or project level,filter data by fund, department, or object code and instantly compare operations to the budget. Staff has negotiated a new rate for the next fiscal year due to the reduced amount of use and deployment of the software. 

Suggested Motion: I move to amend the agreement with OpenGov to reduce the annual subscription price to $3,000.

Approval of the Community Service Contracts for FY2018
Suggested Motion: I move to approve the Community Service Agreements for FYE18 for RSVP Retired & Senior Volunteer Program, Flaming Gorge Days Inc., Food Bank of Sweetwater County, Golden Hour Senior Center, STAR Transit, Sweetwater Family Resource Center, Treatment Court Foundation, Youth Home, Inc., Climb Wyoming and the Sweetwater County Family Justice Center for a total of $83,600.

Issuance of a Catering Permit to Lew's Inc.; dba Sands Buddha Bobs Liquor Catering
Suggested Motion: I move to approve the issuance of a catering permit to Lew's Inc.; dba Sands Buddha Bobs Liquor Catering to cater the Ciner Company Picnic on August 5, 2017 from 11 am to 6 pm at the Island Pavilion.

Issuance of a Open Container Permit to the American Legion Tom Whitmore Post 28
Suggested Motion: I move to approve the issuance of an open container permit to the American Legion Tom Whitmore Post 28 for the 3rd Annual Americans for Freedom Rally on July 8, 2017, from 7 am to midnight within the barricaded area and the five extra-large garbage bins and waiver of bin fees for the event.

Issuance of Malt Beverage Permits to the Green River Chamber of Commerce
Suggested Motion: I move to approve the issuance of malt beverages to the Green River Chamber of Commerce for the 2017 River Festival on August 18, 2017 from 3 pm to midnight and August 19, 2017, from 11 am to 5 pm, at the Expedition Island and Evers Park.
